The “5 + 5 Defence” seminar - CREIL
On 4 and 5 February 2015, EMIA-FE Creil hosted the operational seminar “5 + 5 Defence”[1] officers bringing together experts from 10 countries of the Western Mediterranean. The seminar aimed to establish the training plan for the 5 + 5 Coordination and Operational Planning Center (CCPO) Project.Parallelly to an annual CHODs’ meeting and to the organization of exercises that aims to train all or part of the partner countries, the defense component of the Initiative "5 + 5" provides the rise of a Coordination and Operational Planning Center (CCPO) that would allow partner countries to benefit from a coordination structure to which a member may call for the management of military resources deployed in the event of natural disaster.
The rise of this structure is provided in three stages, a first training course to be organized by EMIA-FE in July 2015. This session will be followed by a second course which should take place in Algeria in 2016 and then a CPX in Morocco in 2017.
During this seminar, EMIA-FE officers organizing the seminar were tasked to conduct discussions between the eight attending partners to define the outline of the three stages of ramping up and that the course content they will have to carry out in July. In the next steps, EMIA-FE will provide its training expertise of the operational level.
Over the exchanges, consensus was reached on the needed progressive training for teams to man the CCPO and the prerequisites to apply to future trainees, the need for a planning method derived from operations adapted to the relief in case of natural disaster and the CCPO structure itself.
The development of an innovative training curriculum (choice of language, for a structure that does not exist yet) is a true pedagogical challenge that must be met to operate the CCPO.
