The ten Ministers of Defence of the countries of the 5+5 Defence Initiative gathers once a year, generally in December in the country that holds the Presidency.During the Ministerial meeting, the Ministers approve the Action Plan for the year to come, and analyze and discuss the result of the activities that occurred during the year. At the end of each meeting a Joint Declaration is produced.​
