The 5+5 Junior module was held in Malta between the 13th and 14th March where attendees were given an overview of the legislative framework of maritime administrative structures by understanding legal concepts regulating shipping registry and flag state jurisdiction. The Junior Officers were given the opportunity to explore the various types of shipping registries and the main differences between them. The course also covered the rights and responsibilities of the flag state and how these are extended to registered vessels.
Students were also given an overview of the requirements necessary for registration of merchant vessels. The general provisions found in UNCLOS regarding international jurisdiction on the high seas were also explored.
This module gave the participants a good knowledge on flag state jurisdiction as well as a better understanding of international jurisdictions and rights conferred to third party states ensuring that this added knowledge will assist participants to face emerging challenges and keep abreast with developments in legal frameworks. Thanks to this knowledge, junior naval officers have a better understanding of how to apply relevant laws during the conduct of their duty hence ensuring a safer and secure maritime environment.
